Christopher Michael Scott, 22, appeared in Goochland County Circuit Court last Thursday for arraignment. The 2-2 vote amounted to a defeat for Orapax, which sits on about 672 acres off River Road West in central Goochland. The driver, identified by the Virginia State Police as William Shumate, 35, was cleared of any charges in the single-vehicle accident, which occurred at approximately 10:35 a.m. on Monday, Oct. 29. Thomas F. Neumayer was arrested by Goochland County Sheriff’s deputies last month and charged with two felony counts of credit card theft and the one count of petty larceny after a wallet was reported missing at a Goochland grocery store.
